PUNJAB EDUCATION FOUNDATION is an autonomous statutory body established under an ACT of the provincial assembly with its head office at Lahore. The Punjab Education Foundation was established under the Punjab Education Foundation Act of 1991 as an autonomous statutory body to encourage and promote education in the private sector operating on non-commercial/ non-profit basis. The Punjab Education Foundation has been restructured under the Punjab Education Foundation Act-XII of 2004 for the promotion of education, specially encouraging and supporting the efforts of the private sector in providing education to the poor, through public private partnership. It is a matter of great satisfaction that the Punjab Education Foundation (PEF) has emerged as a great facilitator for providing free quality education to the deserving students of disfranchised communities who cannot enjoy their basic right of education due to various socio-economic constraints. In fact, PEF has emerged as a most successful model in providing gratis education to the disadvantageous children. This fact has also been duly endorsed and commended by the international community which takes PEF as a role model initiative in the South Asian region. At the end of year 2014, PEF was facilitating more than 1.6 million deserving students through private sector by not only paying their entire school dues but also arranging free of cost textbooks for them. In addition to Foundation Assisted School (FAS) and Education Voucher Scheme (EVS), PEF has launched an ambitious New School Program (NSP) to open PEF partnering schools in all areas of the province where no school exists within one kilometer. This will open the doors of free education to a much larger number of deserving students in the province; opening new avenues of hope, prosperity and economic development which will surely lead to an enduring social revolution at the grassroots. It is important to note that the success of PEF story lies in its public private partnership based mechanism of free education. This model is most cost-effective, result-oriented and efficient. It has not only encouraged thirst for knowledge in the impecunious strata, but also facilitated and strengthened the beneficial role of the private schools, who are helped by this foundation in a number of ways. The political will exhibited by the drive of Chief Minister Punjab, Muhammad Shahbaz Sharif is, no doubt, the decisive factor behind this success story. He deserves full credit for his all-out support to the foundation in all respects. Due to it, PEF is vigorously contributing to the achievements in the education sector roadmap. I feel no hesitation to assure that PEF will continue to play a leading role in providing free quality education to the children of entire Punjab at their doorsteps. The light of the knowledge is spreading everywhere!

It is satisfying to note that Punjab Education Foundation (PEF) has achieved many milestones of success during a brief period of time. A tiny institution formed in 1991 has now come forward as a robust and upbeat organization working in all 36 districts of the province.

The Foundation has arranged free education and introduced different useful and need-based interventions to cater to the needs of such communities. In fact, it has emerged as a ray of hope for the poor and low income households who, otherwise, cannot afford to send their children to school for want of resources. It is important to point out that these models have been designed in partnership with the private sector and this collaboration has benefitted the private partners and poor communities in many beneficial ways. This model has also won the confidence of international donors and has greatly helped to root out illiteracy, ignorance and exclusion.

By the grace of God, the Foundation is, today, serving more than 1.6 million most deserving students in Punjab and another important achievement is that almost half of the beneficiaries are girls. It is important to note that PEF does not provide education alone, but also contributes to transforming these students as confident leaders of tomorrow.

It is heartening to point out that PEF has provided a level playing field to different strata of the society through its educational endeavors by engaging private partners. These efforts have contributed to build a softer image of Pakistan by opening the doors of quality education to all children without any discrimination or inequality. This, in my opinion, is the best service to the future leaders of our country; where the founding fathers envisioned a state that would ensure peace and tranquility for all citizens of Pakistan to live together in complete harmony.

I believe that education is the critical need of the hour for a strong, prosperous and enlightened Pakistan where children of all communities, regardless of their background, shall have equal opportunities to grow up and excel in all spheres of life and learn the important values of peaceful co-existence and patience for learning and knowledge.
